Energy and Compliance Coordinator (Administrative Professional 2 - MR12)

The primary purpose of this position is to coordinate utility system initiatives to reduce cost, consumption, or adverse impacts. This involves energy management, water management, carbon reduction, waste reduction and recycling, and all associated measurement, verification, and reporting. This requires collection and analysis of pertinent data, utilization of best practices, new technologies, and benchmarking tools. This also requires knowledge of applicable policies, codes, and regulations. The identification of outside funding opportunities and employment of a variety of procurement and contracting methods will also be required.

Primary Responsibilities:

Develop and Implement Utility System Improvements
  • Performs collection and analysis of data to provide recommendations with supporting rationale for improvements
  • Monitors and verifies results of implemented improvements which would apply but not be limited to the following areas:
  • Energy conservation measures
  • Lighting – equipment efficiency, control strategies, and operations parameters
  • Building envelope
  • HVAC – equipment efficiency, control strategies, operation parameters (unoccupied schedules, ventilation, reheat, VFD’s, resets, etc.)
  • Domestic hot water
  • Equipment maintenance procedures and levels
  • Waste Reduction and Recycling
  • Water management – storm water, potable, irrigation (permits, water quality fees, fee credits, reductions)
  • Carbon inventory reductions, mitigation, or offsets
  • Other related duties as assigned
Compliance/Goal Measurement and Reporting
  • Measures and reports facilities related components of carbon inventory and Climate Action Plan, storm water or other compliance/ goal-oriented reporting
  • Develops and reports on appropriate metrics, including fiscal, on our alignment with identified goals and how they can be benchmarked
  • Monitors and manages University utility billing, rate schedules, recoveries, and credits
Legislation and Initiatives
  • Remains current with relevant legislation, regulations, policies, initiatives, new technologies, best practices, and accepted benchmarks
  • Provides a variety of sustainability benchmarks of UTC against measures from Tennessee Higher Education Institutions, peer institutions and industry/ national standards
  • Attends related seminars and conferences, consultation with manufacturers/ vendors, designers, outside agencies/ groups, service on related committees both internal and external
Programs and Funding
  • Identifies and seeks out outside funding opportunities, rebate programs, and other savings programs
  • Coordinate and compile University data for ongoing accreditations/certifications (Tree Campus, Arboretum, etc.)
  • Assists in the development of contract documents/ methods to implement initiatives both internal and external
  • Serves on campus committees as assigned
The ideal candidate will possess the following:
  • Advanced knowledge of energy efficient technologies & implementation strategies, expertise in high performance building tools, performance contracting, and energy management
  • Knowledge of engineering, architectural and construction concepts, policies, and procedures
  • Knowledge of government procurement/ contracting practices, water efficiency strategies, project management and cost estimating methods
  • Strong analytical skills and knowledge of data collection and analysis
  • Ability to work independently
  • Broad working knowledge of common software applications (e.g. word processing, spreadsheet, database, scheduling)
  • Presentation, organizational and communication skills, verbal and written
  • Working knowledge of technical software applications (e.g. energy accounting and management, AutoCAD, GIS)
  • Extensive knowledge of engineering, architectural and construction concepts, policies, and procedures
  • Certified Energy Manager (CEM)

Minimum Qualifications: Typically requires a bachelor’s degree in a relevant field and four years of relevant experience, or an equivalent combination of education, training, and experience.

Preferred Qualifications: Bachelor’s degree in engineering, or related field; 5 years of more of related utility system experience in commercial, industrial, or institutional setting; experience in a facilities organization of similar size, scope and scale in an institutional or Higher Education setting; highly diverse experience in pertinent areas; direct experience in pertinent areas as opposed to oversight only; and Certified Energy Manager (CEM) are preferred.

Professional experience and training may be considered in lieu of degree.
